Code of Conduct for Council Members, Committee Members and Candidates
In accordance with section 5.104 of the Local Government Act 1995 and the Local Government (Model Code of Conduct) Regulations 2021, Council must prepare and adopt a Code of Conduct to be observed by Council Members, Committee Members and Candidates.
The Code of Conduct sets out:
- Overarching principles to guide behaviour (refer to Division 2);
- Expected behaviours and the complaints management process which is administered by the City of Karratha (refer to Division 3); and
- Rules of conduct (refer to Division 4). Please note: complaints relating to a breach of the rules of conduct must be submitted to the Local Government Inspector.

Section 5.51A of the Local Government Act 1995 requires the City’s Chief Executive Officer to prepare and implement a Code of Conduct to be observed by employees.
The Employee Code of Conduct provides guidance on expected workplace behaviour to ensure good governance of the district.
Complaints regarding a breach of the Employee Code of Conduct are to be made in writing to the City.
